Permissions when using AfterFX.exe -r

I'm trying out some things here and messing around with the -r option to launch a script from the command line. It keeps giving me an error that I do not have permission to read the file. The file is in my After FX scripts folder and I've checked the permissions on it. Anyone have any ideas about this?
