make video look like its been compressed

So I'm making some spots and the director wants it to look like them been compressed. I kinda got the look but nothing like it should be. The best way I think is to make the spots, run them through cleaner at a low rate and cut that fooage in wtih the uncompressed footage. Just feels like to many steps. Anyone know a plug in or something that would give me control instead of really compressing the footage???
