Busted time base

An odd behavior in my scripts of late, in which I will get duplicate frame numbers in automatically created comps. If I open the composition settings, and change ANYTHING the issue resolves itself.
I pushed all bits of my code, with the same results, until I changed the project settings back to starting at 1. Starting at 0 is the issue, and incorrect time base, duplicate frames, and LOTS of frustration the result.
Anyone else seen this? Verified it on 2 PC's and one macintosh. Mostly AE7, but will check to see if it continues in CS3.
BTW the -.005 issue does not resolve it
